Dear President and Ministers
While we are in the midst of an education crisis, we write to support the global partnership with Nigeria to reverse the trend by first ensuring that all Nigerian children are in school and learning by 2015.
With the highest out-of-school population in the world, we ask federal, state and local governments, with the support of the international community, deliver quality education for all Nigerians. We commend your meeting, Monday, September 9 with the State Governors and State Education Commissioners to develop detailed plans of action.

We request that action follow through the development of financial incentives for state governments to deliver on education and the drafting of state plans to reach universal education, taking full advantage of the Universal Basic Education Fund and other global funding mechanisms in an accountable and transparent manner such that this increased funding achieves its intended purpose. We also support efforts to improve teacher training and professional development and support to families through conditional cash transfers that encourage enrollment and attendance.
In the midst of the education crisis, we are ready to support your actions to respond with forward-looking, achievable plans that help us create a Nigeria population that is in school and learning.
