The University hereby invites applications from suitable candidates for the post of BURSAR and UNIVERSITY LIBRARIAN.

(A)      BURSAR

The Bursar is a Principal Officer and is the Chief Financial Officer of the University responsible to the Vice Chancellor for the day-to-day administration and control of the financial affairs of the University. By virtue of his position, the Bursar coordinates the development and upgrading of the University’s strategic plans and ensures the development and update of the University’s financial management plans. The Bursar coordinates the preparation of periodic income and expenditure balance sheet and cash-flow estimates and consolidation where necessary. The holder of the office shall ensure that accurate records are maintained of all assets and liabilities held by the University, monitors monthly income and expenditure and balance sheet variances against the budgets among other schedules.

The Bursar shall provide the University Management with appropriate advice on all the institution’s financial transactions.

THE PERSON

Candidates for the post shall be visionary and have the ability to provide good leadership; possess personal integrity and demonstrate transparency in private and public life; and be able to command the respect and loyalty of staff of the University.

QUALIFICATIONS AND EXEPERIENCE

Candidate for this post shall:

(i)       Posess a good honours degree or equivalent in Accounting from a recognized institution; possession of higher degree(s) is an added advantage;

(ii)      Must be a qualified member of any professional body such as ICAN, ACCA, ANAN;

(iii)      Must have a minimum of fifteen (15) years cognate experience, ten years of which must be unbroken service in the University system;

(iv)     Must have attained the rank of a Deputy Bursar, or its equivalent in a University in the last 5 years.

(v)      Must be a computer literate with a working knowledge of relevant accounting packages.

 (B)      UNIVERSITY LIBRARIAN

The University Librarian is a Principal Officer of the University, responsible to the Vice-Chancellor for the administration of the University Library including the co-ordination of Library services in all Faculties, Departments and other teaching and research units of the University. The University Librarian shall ensure proper utilization of the budgetary allocations to the Library for development.

The University Librarian is a member of the University Management Committee who provides both academic and administrative leadership to staff in the University Library.

QUALIFICATIONS AND EXEPERIENCE

Candidate for this post shall:

(i)       Be professionally qualified and be a practising Librarian.

(ii)      Posess a good honours degree of a recognized University with at least (15) fifteen years relevant experience preferably in a University or other institutions of higher learning.

(iii)      Have contributed to knowledge through research and publications in reputable journals as well as possess proven records of sound administrative leadership.

(iv)     Be registered member of the Library Registration Council of Nigeria (LRCN).

(v)      Be computer literate and proficient in relevant computer application.

(vi)     A Ph. D. degree in Library Science will be an advantage.

TENURE

The appointment is for a term of five (5) years, renewable for a second term of five (5) years only based on satisfactory performance.

SALARY

Hallmark University operates a unique remuneration package, which is similar to what obtains in other tertiary institutions.
