1.1 Background to the Study
Communication is a veritable instrument that helps in creating and sustaining a conducive atmosphere in any society. (Michael, 2009). In essence, communication takes place between two or more people. It is a system of transmission of ideas which affect those concerned towards achieving a set goal or objective. It is germane and its effectiveness can be measured through the feedback. A century and half ago, communication between countries involved physical presence. Once, a reporter had to run as fast as possible back to the newsroom after interviewing and tried to beat the competition to print. With the advent of the digital age the role of the journalist changed. The inception of information communication technology such as the internet has made it possible to find out about events without actually being there. Journalists can report news across the world over the internet.
Throughout history, developments in technology and communication have gone hand-in-hand, and the latest technological developments such as the internet have resulted in the advancement of the science of communication to a new level. The process of human communication has evolved over the years, with many path- breaking inventions and discoveries heralding revolutions. The invention of pictographs or the first written communication in the ancient world brought about written communication. These writings were on stone, and remained immobile. The invention of paper, papyrus and wax, culminating in the invention of the printing press in the 15th century made possible transfer of documents from one place to another, allowing for uniformity of languages over long distances. The latest revolution is the widespread application of electronic technology such as electronic waves and signals to communication, manifesting in the electronic creation and transfer of documents over the World Wide Web (James, 2013).
Information and Communications Technology (ICT) covers any equipment or interconnected system or subsystem of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information. It includes computer ancillary equipment, software, firmware and similar procedures, services (including support services, and related resources(Idowu, Adagunodo, & Adedoyin, 2006). Many organizations of all types are currently utilizing Information and Communication Technology (ICT) around the globe, not only for cutting costs and improving efficiency, but also for providing better customer services(Irefin, Abdul-Azeez, & Tijani, 2012). Information Technology infusion is defined as the degree to which a different information technology tools are integrated into organizational activities. More specifically, information technology infusion pertains to the frequency of technology usage, the full use of the application capabilities, the level of integrated and complimentary use of different technologies and the usage of technology for the organizational purpose (Love, Irani, & Edwards, 2004). Also Governments world over are adopting ICT to provide better services to their citizens. The adoption of ICT by organizations requires a business environment that encourages open competition, trust and security, interoperability, and standardization and the availability of finance for ICT. However, as the global economy became increasingly reliant on ICT to receive, process, and send out information, the small businesses within the developing countries – which form a significant portion of their developing economies – have yet to reap these benefits evenly. The existence of efficient value chains depends on the efficient and systematic flow of relevant information, which in
